Extended Producer Responsibility and the Waste Reduction Act Open for Discussion at Recycling Council of Ontario’s AGM and Policy Forum

TORONTO, ON (Jan. 23, 2014) To support Ontario's current and continued debate regarding extended producer responsibility (EPR) and the proposed
Waste Reduction Act, Recycling Council of Ontario (RCO) is pleased to offer a full day of spirited discussion in an open forum on Tuesday, February 4 at the Old Mill Toronto.
To support Ontario's current and continued debate regarding EPR, RCO welcomes one of Europe's leading organizations in marketplace competition and extended producer responsibility. The Bundeskartellamt is Germany's national competition regulator and investigated anti-competitive activities by the country's only packaging stewardship organization. In doing so, it helped break a monopoly into eight competing agencies and reduce packaging recycling costs by 50 per cent.
Presenting on behalf of the Bundeskartellamt is Mr. Arno Rasek, who, as a rapporteur for waste management, was responsible for the antitrust enforcement, which included packaging waste compliance schemes. In addition to his casework, Mr. Rasek has carried out a sector inquiry and evaluated the effects of de-monopolizing the packaging compliance scheme market.
Following Mr. Rasek’s presentation, Chris Busuttil, Major Case Director and Strategic Policy Advisor for the Economic Policy and Enforcement Branch of the Canadian Competition Bureau, offers a national perspective on competition and its interrelationship with EPR policy.
The afternoon sessions focus on Ontario’s proposed
Waste Reduction Act. Part one provides an opportunity to pose questions to those directly overseeing the province’s environment portfolio: The Hon. Jim Bradley (Minister of the Environment); Michael Harris (Environment Critic, Ontario PC Party); and Jonah Schein (Environment Critic, New Democratic Party of Ontario). Part two features a stakeholder roundtable that will outline their positions on the proposed act:
- Rob Cook: CEO, Ontario Waste Management Association
- John Coyne: Vice-President, Corporate Secretary and General Counsel, Unilever Canada
- Mirka Januszkiewicz: Director, Waste Management, Region of Durham
- Norman Lee: Director, Waste Management, Region of Peel
- Candice Malcolm: Ontario Director, Canadian Taxpayers Federation
- David Moran: Director, Public Affairs and Communications, Coca-Cola Canada
- Jay Stanford: Director, Environment, Fleet & Solid Waste, City of London
